Government Isn't Smart

I frequently castigate government and with good reason. It's not very smart. Here's an example: on one hand, Congress wants more people to ride trains...and on the other hand they imposed an untested, unbuilt mandate for so-called "Positive Train Control." Of course, the government's commuter railroads can't afford the government's mandate for the untested, unbuilt Positive Train Control systems. If that doesn't make sense to you, it's ok--that logic only works in Government.
